Pandemic Influenza Phases

The main difference between the WHO Phase levels and DoD Phase levels is that the DoD Phase levels are driven by 3 considerations: Operational, Efficiency of Virus Transmission, and Geographic distribution. All three are taken into consideration by the Secretary of Defense before any phase is raised or lowered.
The WHO Phase levels are driven primarly by Effciency of Viral Transmission.

INTER-PANDEMIC PERIOD

0

No new influenza subtypes have been detected in humans.
PANDEMIC ALERT PERIOD

Receipt of information of human infections with a new viral subtype, but no human-to-human spread, or at most rare instances of spread to a close contact.

Receipt of information of small cluster(s) with limited human-to-human transmission, but the spread is highly localized suggesting the virus is not well adapted to humans.

Indications and warnings identify large cluster(s) of human-to-human transmission(s) in an affected region.
PANDEMIC PERIOD

Receipt of information that a highly lethal pandemic influenza virus is spreading globally from human-to-human signaling a breach in containment and failing interdiction efforts.
RECOVERY PERIOD

5

Receipt of information that case incident is decreasing, indicating the slowing of the pandemic wave. Reconstitution of DOD assets and conditions established to return to a previous phase.
