OUSD(P&R) Human Research Protection Program (HRPP)

An activity is considered to be research involving human subjects when it meets both definitions:

  • Human subject means a living individual about whom an investigator (whether professional or student) conducting research obtains
    1. Data through intervention or interaction with the individual, or
    2. Identifiable private information.
  • Research means a systematic investigation, including research development, testing and evaluation, designed to develop or contribute to generalizable knowledge.
If your DoD institution is engaged in human subjects research activities then your institution falls under the purview of the DoD Human Research Protection Program (HRPP).

Background on DoD Human Research Protection Program (HRPP)

In 2004, the Office of the Director, Defense Research and Engineering (DDR&E) evaluated the existing protections for human subjects and implemented changes within the Department. Most notably DDR&E created the Human Research Protection Program (HRPP) and delegated local oversight authority for protecting human subjects to DoD components.

This authority is vested in each component's ability to accept and issue assurances of compliance from their constituent institutions. Components with this authority include the Departments of Army, Navy, Air Force, and Under Secretary of Defense (Personal & Readiness).
